Dear Technology Leader,

Elijah Smith of ISI Hoops offered to place this introduction in your hands, and I am grateful for it. I am the founder of Whaley2Weems Consulting LLC in Odessa, Texas. In one sentence: I help infrastructures be created.

For five and a half years, from September 2020 to March 2026, I served as the cabinet-level Chief Technology Officer of Pecos-Barstow-Toyah ISD, a rural West Texas district of 2,800 or more students and 540 or more staff across seven or more major facilities. I grew the technology department from 3 people to 14 and ran more than 60 platform integrations with the ERP and student information system as the system of record. I wrote the nightly sync that put staff credentials into the district's door-access system. I built passwordless Wi-Fi from the student information system after no vendor could answer the question. I moved the fiber backbone from 1-Gig to 10-Gig across every campus, designed the server rooms in seven new buildings, wrote the district's first cybersecurity strategic plan, and led the technology portion of two bond programs that both passed. When vendors brought artificial intelligence into the building, I made the deployment decisions myself: student-safety flags went to counselors first, and one surveillance specification was read rather than trusted, which saved the district about $900,000.

That work rests on three kinds of training. My doctorate from Clemson University is in rhetoric, communication, and information technology design. My graduate work also covers strategic communication and technology, and psychology and counseling; I hold a Texas counseling license. Before public education I ran real-time downhole data systems for directional drilling operators in the Permian Basin, where a system that fails costs money by the minute. And for 21 consecutive years I have taught computer psychology, sociology, and communication at Odessa College, so I know how people actually learn a new tool.

Whaley2Weems Consulting does three things for schools and campuses: it designs and builds the identity, integration, network, and device infrastructure a district runs on; it writes the governance, training, and funding paperwork that keeps that infrastructure defensible; and it brings partners to the table when the job needs hardware, from classroom displays to campus audio-visual systems. I serve as National HBCU Territory Executive Consultant for Virtual Technologies Inc. (VTI/InFocus), where I built a deal-origination pipeline across 109 historically Black colleges and universities.

The pages that follow list my credentials, my district record, my broader experience, and work samples you can open from this document, with links to my company site, my public profile, and a TCEA 2026 interview that LocknCharge's James Symons arranged. I would welcome a conversation about what your campuses need created. My direct line is on the left.

Respectfully,

Dr. David B. Weems Sr., PhD, LPC-A

VTI / InFocus

Audio-video, monitoring, and surveillance

National HBCU Territory Executive Consultant for Virtual Technologies Inc. Classroom displays through campus-wide camera systems.

VTI

Whaley2Weems handles audio-video, monitoring, and surveillance camera systems of all types — plus interactive displays, digital signage, and campus AV upgrades through Virtual Technologies Inc. (VTI/InFocus). Deal-origination pipeline across 109 historically Black colleges and universities.

District Record

Pecos-Barstow-Toyah ISD

Chief Technology Officer & Cabinet Member, September 2020 – March 2026, Pecos, Texas. Reported to the Superintendent. 2,800+ students, 450+ staff, 7+ major facilities. Rural, roughly 90% minority, about 30% of students without home internet.

Identity and integration

Frontline Central ERP and the student information system as system of record, connected by API, SFTP, and overnight syncs. Wrote the nightly sync that placed staff credentials into Genetec, the access-card system controlling automated doors district-wide. Built passwordless Wi-Fi for students (from the SIS) and staff (from HR credentials) by MAC authentication, eliminating 800+ unauthorized device connections. ClassLink and Clever single sign-on and rostering; Google Admin and Windows Admin Console provisioning; Jamf; Laserfiche; follow-me print tracked by employee. More than 60 integrations, each documented with configuration and sync schedule.

AI deployment decisions

Content-filter AI threat detection and social-media monitoring for self-harm and cyberbullying indicators routed to counselors for review. Saved about $900,000 by right-sizing an AI surveillance system whose specification called for far more compute than the deployment required. Wrote the district's ethical AI adoption framework and staff training.

Systems of record

Implemented the Frontline suite (HR, Payroll, Asset Management, Helpdesk), rebuilt an inherited misconfiguration, and integrated SQL Server for automated data workflows. Ran three device-management systems (Jamf, Google Admin Console, Intune) and reconciled them to one audit report by budget and funding source.

Infrastructure and security

Upgraded the district fiber backbone from 1-Gig to 10-Gig across all campuses (2022–2023). Replaced failing wireless with cloud-managed Cisco Meraki. Configured redundant internet failover. Designed server rooms in 7+ new buildings. District-wide access control, vape sensors, panic buttons, and visitor management. Wi-Fi on every bus. 70+ Starlink units for students without home connectivity. Wrote the district's first cybersecurity strategic plan; triple-tier defense; FERPA and CIPA compliance; staff phishing training, intrusion detection, log aggregation.

Bonds, budget, procurement

Steering committee for the 2021 ($178.56M) and 2023 ($446.65M) district bonds, both passed; led the technology portion (1-to-1 devices, a technology facility, infrastructure for 7+ new buildings) with the architect and general contractor. These are full district bond amounts, not the technology allocation. Managed a $1.4M–$1.7M annual technology budget. Wrote E-Rate Category 1 and 2 applications annually and corrected a misallocated Category 2 deployment by serial and room before any USAC exposure. BuyBoard, TCPN, and TIPS cooperatives. In-house Dell repair certification for staff and students.

Devices

1-to-1 program (Chromebooks PreK–8, Windows convertibles 9–12) on a 3-year student and 4-year staff refresh; device insurance program; QR-code login for PreK–1; 2,800+ devices collected, repaired, and prepared every summer.

People

Grew the department from 3 to 14, creating software administrator, network administrator, and inventory specialist roles; hired and trained non-traditional candidates into technology careers. Dell Tech Crew summer internship earning Dell certifications (30–40 students over 5 years). Mentored one student through a 4-year UTEP Computer Science degree. “Rooted in Collaboration,” a 7-week after-school coding program for students, teachers, parents, cafeteria and custodial staff (600+ participants over 3 years; presented at the OPAL Group EdTech Summit).

Broader Experience
